If medical associations and health ministries set such unrealistic bandings of what is 'safe' and 'unsafe', the danger is that most people will fail to adhere to the limit, and then feel 'in for a penny, in for a pound', and not try to regulate consumption of food, salt, alcohol beyond that threshold.
