Fair points, Philip. I guess there's a tricky middle ground in this specific case - though it probably applies elsewhere to other politicians, e.g. Sarkozy's platform heels - regarding The Hair.

Clearly male pattern baldness is an issue which affects many older men, and makes many feel unhappy. They all have their way of dealing with that (caps, buzzcut of the remaining foliage, etc.).

Trump's hair, erm, what the hell is the word? Hair-remediation? Sculpting? Topiary? That's an issue of personal appearance. But the way it is addressed also reflects the underlying deceit and narcissism seen in his hideous politics.

Apparently incipient senility in those in political power maybe also comes up here. As with Reagan in the past, but also quite validly Trump and, one might suggest, Biden, certainly if he gets another four years.

So I suppose that for powerful political figures, we might justifiably lampoon the failings of age as a way of criticising the way in which certain individuals exercise and cling to power, to the detriment of humanity.
