If the northern weather doesn't put you off - I'd be fine with the temperatures, OK with the rain, but couldn't handle the cloudiness any more after 20 years on the Med - then Vigo in Galicia and Gijón in Asturias are other ideas. Not provincial capitals, and not as good for transport , but very attractive coastal cities with plenty of cultural life.
