Policymakers - and enforcers - are much more alert in Spain now. But at this small, local level, there is also potential for matters to slip out of hand incrementally. Once they finish - and start advertising - the surfing wave pool, it will be interesting to see the impact. I think the mayor has done a good thing in focusing on sports tourism, given our lack of beach. It creates better jobs and brings in more money from fewer people. But it's a question of knowing when to stop. And that tends to be a common human failing.
