It's also worth bearing in mind that they have now launched the 'Featured Stories' function, though the specific mechanics remain somewhat mysterious (in true Medium fashion...).

This means that even non-boosting pubs can now 'feature' one story a week, giving it (a) increased distribution to the pub's members, and (b) a better chance of being seen by curators and boosted that way.

So it's worth targeting pubs that are fully aligned with your subject.
