I think that one problem with such tools is that they have an inbuilt concept of what they are intended to achieve, but not why or how.

They have been programmed with the location of Rome, and told that there is direct highway that leads there, which they assume to be the best route to take. But it is the tour bus driver who knows how much time is available for the journey, and what interesting sights there might be for their passengers along the by-roads.
