I understand that with the initial plans, there were also some ecological concerns - there would have been a cost further down the watercourse, to secure the safety of a town higher up. But they revised the design and came up with something that should have settled everyone's concerns. It would have cost 150,000,000, I think. We are now looking at over 200 lives lost and several billion in repair expenses.
