In the case of Uber, as far as I remember they were defrauding the Social Security system (in other words, directly stealing at the expense of the well-being of those who have not yet retired, if one believes in the myth of hypothecation of the pensions system) not only by claiming their workers were self-employed, in clear breach of established legislation and case-law about 'falsos autónomos', but also had a permanent establishment in Barcelona staffed by managerial roles posted from their base in Italy (?) who they lyingly claimed only occasionally attended preparatory meetings.
