No, I don't think it's a question of laziness at all. Negative images from the past, quite probably. But given the uncertainty in all fields of study these days, you would think that an almost guaranteed job after 4-5 years at university, on a decent salary, would be tempting more young people in. There have been plenty of press reports, both this year and last, as youngsters make their decisions. Eventually the message will get through. It's also a field with potential for overseas opportunities. I do translations for Spanish water cycle and irrigation companies who have contracts in Africa and Asia to upgrade irrigation systems on the ground there too, to improve efficiency.
