Perhaps not explicitly, but one can imagine nominators deliberately choosing to distribute the slices of cake, and making mental or written notes of how many 'turns' each writer has had.

In any event, any misconceptions or perceptions among writers are entirely the consequence of the deliberate (and wilful) opacity built into the system by Medium.

If their intention was to arouse suspicion and resentment regarding their new system, they've done a perfect job.
