Spain is now embarking on a campaign to tempt its young graduates back home. Certainly some are tempted - I know of a senior nurse in London who is planning on coming back as she would rather her kids grew up in Spanish society.

There was quite a charming film about the exodus of skilled workers from Spain to Switzerland made a decade or so ago. 'One Franc, 14 Pesetas' - don't know what the official English title was. No masterpiece, but fun to watch.
