Maybe I just got lucky that my twin town was so receptive. I think Germany took the whole idea very seriously back then, as part of the whole building European partnerships thing. They probably still do.

It needs to be more than the chance for a jolly for local councillors - actually benefit citizens, and the continent/world as a whole.
