Thanks, Farah. I see exchanges as being a massive benefit to all involved. Companies spend millions sending representatives around the world to do 'speed networking' at international trade fairs and conferences. I'm sure they could get far more long-term benefit for themselves and their employees through stable work placement exchange programmes. Though as you say, national governments would have to play along on the visa side, maybe by creating a specific short-term work exchange category, which would be easy to do, if the will was there.
