Spain has certainly reached a point at which it is rethinking and trying to redirect its tourism model, but it's a very big ship to turn around.
I remember 15 years ago doing translations for a public-sector coordinated project to redevelop the rather grubby section of Platja de Palma where that bar collapsed the other week. The whole area was meant to be rebuilt with wellness centres, healthfood restaurants and yoga retreats, but that never got off the ground. And again, the focus is on increasing spend/tourist/day, and to an extent generating better employment, rather than addressing the sociological impacts.
