There's only so much the algorithm can push our way. Most people won't scroll much deeper than the top page or so. If you have ten times the number of articles being boosted, for that boost to mean something, it surely has to displace a lot of the non-boosted pieces that we currently see. But I'm sure they've already thought of that and worked out a reliable solution...
