They're simply chunks of deep-fried potato, served with a spicy tomato sauce. A mainstay of any tapas bar. The sauce itself will vary in consistency, spiciness and quantity, and may be combined with mayonnaise, or more often aioli. (See my other comment on this piece for more details of the best I have ever had.)
