This is disappointing to hear, Anne. I had read that Albania was aiming to avoid the excesses of other Mediterranean countries and opt for smarter, more sustainable tourism, with a huge riverland nature park for example, quality over quantity. It sounds like this is not entirely the case, at least where you were, and the quick, easy money at the expense of the natural (and social) environment is winning out.
