True, this also causes considerable confusion, especially when Spanish writers are talking about hundreds of millions, and then thousands of millions, which would be billions, but it looks odd, as the text has been phrased on the assumption that 'millions' is equally valid in both cases. This commonly happens in financial/economic texts for big companies/government departments.
