Yeah, it did this time. I actually have no way of knowing whether it was originally submitted, or simply not even submitted by Ellemeno, as the system only lets you check for duplicate submission up to six months back.

As approval rates are supposedly around 40-50% now (this tallies with my recent experience at Iberospherical, though with a small sample), it makes sense to sneakily try to resubmit any good stuff that gets knocked back. The decisions are inconsistent enough that if you get Heads first time, you may well get Tails on the second toss. So to speak. Which is probably not the kind of behaviour they wanted to encourage.
