Yes, the UK driving licence has a photo now - though it didn't use to - but not everyone has a driving licence, especially among the younger and older adult population.

This was one of the reasons behind the current government's voter suppression tactic with photo ID for elections: driving licences were allowed, and also bus passes, but not student cards. So that meant that the electorate with ID was skewed towards wealthier, older and more rural populations, more likely to vote Conservative. Others had to apply for a specific voting card, which many would forget/neglect to do.
