Yes, this reflects my feelings and experience, having joined only after the change was made. 'Selected for distribution' sounds preferable to me, as being encouraged (almost forced or bullied) to adopt a particular focus, only to receive no reward (or be 'rewarded' for pieces you actually feel were less worthy) is inevitably frustrating.
